Jeffrey Sparrow

Senior Vice President

Mr. Sparrow is Senior Vice President and Federal Market Lead, Emergency Management Agency (FEMA) for Michael Baker International. He is responsible for maintaining financials and growing the company’s business development efforts in the FEMA market.

Mr. Sparrow’s extensive experience spans over 24 years in water resources engineering, working with FEMA, and managing complex programs supporting federal, state and local projects. Previously, Mr. Sparrow served as the Assistant Project Director for one of FEMA's Standby Technical Assistance Contracts. This contract provided support to all ten FEMA Regions for assessing disaster damage to public infrastructure following a Presidentially-declared disaster to determine the Federal cost share to repair disaster damage.

Mr. Sparrow holds a B.S. in Agricultural Engineering Technology/Civil Engineering from the University of Delaware and an Executive M.B.A. from George Mason University. He currently serves as a POD Facilitator with the Association of State Floodplain Managers (ASFPM) and is a member of the Virginia Floodplain Management Association (VFMA).

Carl Foster has served at the senior level for multiple corporations across North America. He joined Integral Group in 2016 and is responsible for the information technology and computer systems that support Integral’s offices across the globe. Since joining, he has integrated the IT Systems across three countries and two continents.
