Belinda Javier

Belinda M. Javier is a seasoned Civil Engineer with over 35 years of dedicated experience in water and wastewater engineering. Her work spans extensive field surveys, system assessments, and detailed engineering design for water supply and sewerage infrastructure. She currently represents the Local Water Utilities Administration (LWUA) in the Manila Bay Mandamus Rehabilitation Program, where she collaborates with key agencies to advance environmental and water management objectives.

A regular resource speaker at industry forums, Ms. Javier brings deep insights drawn from local and international trainings, including programs in Germany, Japan, and Singapore, on topics such as stormwater drainage, sewage works, and water resource planning. Her commitment to sustainable water solutions and technical excellence makes her a trusted voice in the sector.

She holds a Master’s in Business Administration from the International Academy of Management and Economics and a Civil Engineering degree from the Technological Institute of the Philippines.
