Greg Giroux writes and edits profiles of members of Congress, analyzes congressional voting behavior, and contributes to Bloomberg's coverage of campaigns, elections, money in politics, the 2020 census, and redistricting. He joined Bloomberg in 2010 as an analyst with BGOV and previously worked at Congressional Quarterly, where he helped write and edit seven editions of the almanac ''Politics in America.'' Heidi leads Deloitte’s government relations strategy for State, Local and Higher Ed. She rejoined Deloitte after serving as Chief of Staff at the U.S. Department of Agriculture. In her role with the Firm, Heidi works with Deloitte’s State, Local and Higher Ed leaders to advance relationships with state and local elected officials. Prior to USDA, she served in several state roles, including Commissioner of the Georgia Department of Economic Development, Senior Advisor in the Office of the Governor for Georgia and as State Projects Director for U.S. Senator Coverdell. With her extensive Federal and state sector experience, Heidi’s leadership is invaluable to Deloitte’s Government and Public Services practice.

Cliff Johnson

Cliff Johnson is the General Manager and Head of Government Affairs Solutions at Bloomberg Government. He has more than 20 years of public affairs experience and previously held senior executive positions at the National Journal Leadership Council, Direct Marketing Association and the National Association of Manufacturers. Cliff holds an M.B.A. from The McDonough School of Business at Georgetown University and a B.A. in Law and Society from the University of California, Santa Barbara.

Susan I. Santana

Vice President, Legislative Strategy


Susan I. Santana was appointed Vice President, Legislative Strategy for AT&T California in January 2020. Ms. Santana is responsible for leading AT&T’s legislative initiatives across California with a focus on advocating for policies that support innovation and industry growth. Her responsibilities are focused on legislative and political strategies in telecommunications, media and technology areas impacting AT&T. She represents AT&T before the California state legislature, the Governor’s office and California state agencies, and leads a team of state legislative affairs professionals in Sacramento, California. Ms. Santana previously served on the AT&T Federal Relations team where she represented AT&T’s legislative interests before the U.S. Congress.

Rob Sweeney leads Citi's State and Local Government Relations (SLGR) group, directing its advocacy efforts and outreach to state and local officials. The SLGR team, which Rob runs out of Citi's Washington DC office, is comprised of five regional lobbyists based throughout the country as well as attorneys and analysts who represent Citi's legislative, public policy, and corporate affairs interests at the state and local level. The SLGR team advocates on behalf of all Citi businesses in the 50 states, directly lobbying and building relationships with public officials and policymakers, and representing the company's interests in trade associations and other membership organizations.

Emory Wilkerson

Emory Wilkerson is Associate General Counsel and Lead Attorney for the Law Department Southeastern Office of the State Farm Insurance Companies. The office is responsible for State Farm’s legislative and regulatory activities in the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, South Carolina, Texas, and Tennessee. Emory began his practice of law as an insurance defense litigator with the law firm of Darroch and Obenshain in Atlanta, Georgia in 1988. After a short stint as a solo practitioner, Emory joined the Atlanta Claim Litigation Counsel (CLC) office of State Farm Insurance Companies.

Emily Wilkins is a reporter covering Congressional leadership and campaigns in both the House and Senate for Bloomberg Government. Her reporting focuses on the intersection between politics and policy. She has a bachelor’s degree in journalism and political science from Michigan State University and is Secretary of the National Press Club.
