William (Bill) Mills, M.D. is Senior Vice President of Medical Affairs at BrightSpring Health Services. Dr. Mills is focused on furthering the organization’s value proposition by leading its outcome measure development, reporting, and publishing. This work has led to seven peer-reviewed publications and numerous symposia presentations. Dr. Mills is a board-certified physician who has spent his career providing home-centered care to chronically and seriously ill patients, and he has personally made over 21,000 medical house calls in his career.
Prior to BrightSpring, Mills founded and led Chronic Care Management, Inc, a clinical technology company dedicated to innovations in care management for people with multiple complex medical conditions. Dr. Mills has also served in a variety of roles for Kindred Healthcare, the largest diversified post-acute care provider in the U.S., including President, Kindred House Calls, Chief Medical Officer for Care Management and Kindred at Home, and Senior Medical Advisor. Dr. Mills also founded a leading home-based medical care group (Western Reserve Senior Care) and a hospice company (HopeBridge Hospice) and served as President of both organizations from founding until each company was acquired.
Mills received his baccalaureate degree in chemistry and biology from University of Rochester, a medical degree at Case Western Reserve, completed residency and fellowship at Case Western Reserve, MetroHealth Medical Center, and recently scored in the 96th percentile on the American Board of Internal Medicine Recertification Exam. He has presented and published over 70 studies in peer-reviewed settings. He has served as a Director-at-Large for the American Academy of Home Care Medicine, and has served as an Advisor to the Bipartisan Policy Center. Dr. Mills is passionate about enabling aging-in-place, value-based care and refocusing healthcare delivery into the home.

Dr. Elizabeth Shauen Howard DHA, MSN, RN, COS-C is the Vice President of Clinical Services and Innovation for BrightSpring Health. This enterprise position has Dr. Howard is responsible for clinical and quality oversight and innovation in Intellectual Disabilities, Home Care, Home Health Care, and the Hospice service lines. She has successfully created clinical assessments and models that isolate assessment criteria by clinicians augmenting clinical response. As a result, the tools prompt consistent care planning, improve outcomes, increase revenue and efficiency.
Dr. Howard has 30 years of nursing experience with leadership roles in each post-acute level of care and has continued active clinical practice. Her professional philosophy is built on the belief successful healthcare innovation occurs at the bedside and incorporates evidenced-based resources using data-driven analytics to formulate person-centered interventions designed to maximize independence, improve quality of life, foster health promotion, minimize institutionalization and acute care spend.
