The use of artificial intelligence is growing rapidly across healthcare with emerging solutions potentially offering earlier diagnoses and improved patient outcomes. However, the governance and regulation of AI in healthcare poses significant challenges. During this session, panelists will react to Dr. Anthony Chang’s presentation and share their thoughts on how AI will impact the practice of medicine, nursing and pharmacy.

David C Benton, RGN, RMN, BSc, MSc, MPhil, PhD Chief Executive Officer National Council of State Boards of Nursing David Benton took up post as Chief Executive Officer of the National Council of State Boards of Nursing (NCSBN) on the 1st of October 2015. Immediately prior to this he worked at the International Council of Nurses in Geneva Switzerland for the previous ten years; firstly as their consultant on nursing and health policy specializing in regulation, licensing and education and then as CEO.
He qualified as a general and mental health nurse at the then Highland College of Nursing and Midwifery in Inverness, Scotland. His MPhil research degree focused on the application of computer assisted learning to post-basic nurse education and has over the past thirty years had articles published in relation to research, practice, education, leadership, regulation and policy topics. He has a PhD Summa Cum Laude from the University of Complutense for his work on researching an international comparative analysis of the regulation of nursing practice.
David has held senior roles for twenty-five years across a range of organisations. These roles have included: working as Executive Director of Nursing at a health Authority in London; as a senior civil servant in Northern and Yorkshire Region; as Chief Executive of a Nurse Regulatory body in Scotland and as Nurse Director of a University Trust Health System.
David is the recipient of several awards and honours. He is particularly proud of being awarded the inaugural Nursing Standard Leadership award in 1993. He was presented with Fellowship of the Florence Nightingale Foundation in 2001, awarded Fellowship of the Royal College of Nursing in 2003 for his contribution to health and nursing policy and most recently became a Fellow of the American Academy of nursing in 2015.
David has held several visiting appointments and is currently a visiting professor of nursing policy at the University of Dundee in Scotland.
Jack W. (Jay) Campbell IV, JD, RPh President NABP Jack W. (Jay) Campbell IV, JD, RPh, executive director of the North Carolina Board of Pharmacy, is serving as NABP president. Prior to assuming the position, he served one-year terms as president-elect and treasurer and a three-year term as an Executive Committee member representing District 3. As an active member of NABP, Mr Campbell has made many contributions to the NABP District 3 meetings, and previously served as president of District 3 from 2008 to 2017. In addition, Mr Campbell has served on many of the Association’s committees and task forces, including the Committee on Law Enforcement/Legislation, the Committee on Resolutions, and the Task Force to Review and Recommend Revisions to the Controlled Substances Act. NABP awarded Mr Campbell the Lester E. Hosto Distinguished Service Award in 2013. Mr Campbell also teaches pharmacy law and ethics classes at three North Carolina universities. Mr Campbell earned his bachelor of science degree in pharmacy from the University of North Carolina at Chapel Hill and his juris doctor degree from Vanderbilt University School of Law.
Anthony Chang, MD, MBA, MPH Children’s Hospital of Orange County Chief Intelligence and Innovation Officer Dr. Chang is the Chief Intelligence and Innovation Officer (CIIO) and Medical Director of the Heart Failure Program at Children’s Hospital of Orange County. In addition to his work at Children’s Hospital, he is a computer scientist-in-residence and a member of the Dean’s Scientific Council at Chapman University. Dr. Chang is known for several innovations in pediatric cardiac care, including introducing the cardiac drug milrinone and co-designing (with Dr. Michael DeBakey) an axial-type ventricular assist device in children. He is a committee member of the National Institute of Health pediatric grant review committee and is the editor of several textbooks in pediatric cardiology. He has been the medical director of several pediatric cardiac intensive care programs (including Children’s Hospital of Los Angeles, Miami Children’s Hospital, and Texas Children’s Hospital). Dr. Chang served as the medical director of the Heart Institute at Children’s Hospital of Orange County and was attending cardiologist in the cardiovascular intensive care unit of Boston Children’s Hospital. He also served as assistant professor at Harvard Medical School. Dr. Chang attended Johns Hopkins University for his B.A. in molecular biology prior to entering Georgetown University School of Medicine for his M.D. He received an MBA from the University of Miami School of Business; a master’s degree in public health from the University of California, Los Angeles; and a master’s degree in biomedical data science from Stanford School of Medicine. He was named a Physician of Excellence by the Orange County Medical Association and has received Top Cardiologist, Top Doctor and Top Innovator in Healthcare recognition nationally.
William Cover RPh, Director, Member Relations and Government Affairs NABP Bill Cover is the Member Relations and Government Affairs Director for the National Association of Boards of Pharmacy (NABP). In this role he is the primary point of contact for the association’s state executive directors, monitors and assists in policy development relative to state and federal legislative and regulatory trends and provides support to the boards of pharmacy as they seek to develop regulations that protect the public health. Bill served a three-year term on the NABP Executive Committee. In addition, he served three terms as an Indiana Board of Pharmacy member and was Senior Manager of Pharmacy Affairs for the Walgreen Company prior to coming to NABP in January of 2016. He is also a licensed pharmacist and graduate of the Purdue University College of Pharmacy.
Eric Fish, JD FSMB Chief Legal Officer Eric M. Fish serves as the Chief Legal Officer at the Federation of State Medical Boards. In this role, he serves as general counsel and legal advisor to the FSMB leadership. He also assists in the FSMB's federal and state advocacy efforts, drafting and analyzing legislation and serves as consultant on the development of model policies for state medical board including the Interstate Medical Licensure Compact and telemedicine standards. His recent work includes study and consultation on issues related to antitrust, regulatory reform, artificial intelligence, and digitization of credentials.
Mr. Fish joined the FSMB in 2013. Prior to joining the FSMB, Mr. Fish served Legal Counsel and Senior Legislative Counsel at the Uniform Law Commission, where he engaged with political, legal, and business leaders throughout the country to draft legislation designed to reduce inefficiencies burdening interstate transactions and improve the mobility of people and business across state lines. He regularly appeared before state legislative committees to testify on legislative proposals and issues of federal and state relations.
Mr. Fish holds a A.B. with Honors in Political Science with from the University of Chicago, and a J.D. from Loyola University of Chicago School of Law where he also served as Editor in Chief of the Loyola University of Chicago International Law Review.
Julia George, MSN, RN NCSBN Board of Directors Julia L. (Julie) George, MSN, RN, FRE, NCSBN Board of Directors, served on the Board of Directors as President-elect from 2016-2018. She also served as Treasurer from 2011-2016 and as Area III Director from 2007-2011. She is a Fellow of NCSBN's Institute of Regulatory Excellence. George received NCSBN's Meritorious Service Award in 2011 and the R. Louise McManus award in 2016. She has served as a member and board liaison to numerous NCSBN committees.
Adrian Guerrero, CPM Area II Director NCSBN Board of Directors Adrian Guerrero, CPM, Director of Operations, Kansas State Board of Nursing was elected Area II Director in August 2015. He previously served as chair of the Nursys Committee and has been a member of the Fraud Detection Committee, Commitment to Ongoing Regulatory Excellence (CORE) Committee, Data Policy Review Task Force and Nursys Advisory Panel. He is currently the board liaison to the NCLEX Examination (NEC) Committee. Adrian has worked for the board of nursing for over eighteen years. He is responsible for the strategic direction and implementation of advanced technology and business solutions, and oversees the Information Technology, Licensing, Human Resources, and Procurement Departments, as well as the agency's operational budget.
Lisa A. Robin, MLA Chief Advocacy Officer Federation of State Medical Boards Ms. Robin is the FSMB’s Chief Advocacy Officer and oversees the FSMB’s Washington D.C. office. During her long tenure at the FSMB, Ms. Robin has been active in policy analysis, development and promulgation on issues including license portability, telemedicine, pain and addiction policy, scope of practice, professional conduct and ethics, and Internet prescribing. She represents the position of state medical boards to Congress and the Administration and supports individual boards in achieving their state legislative agendas. In her current position, she oversees the FSMB’s education services, federal and state legislative and policy services, and public affairs. She also provides supports to the FSMB Foundation and its grant programs. Ms. Robin earned her bachelor’s and master’s degrees from Texas Christian University in Fort Worth, Texas.
Scott A. Steingard, DO Chair FSMB Dr. Scott Steingard is an Arizona physician specializing in family practice and sports medicine, practicing medicine in the state since 1988. He has also provided medical services for various sports organizations, including the Phoenix Suns and Phoenix Roadrunners, and served as Medical Director for the Fiesta Bowl. Dr. Steingard is a former member of the Arizona Board of Osteopathic Examiners in Medicine and Surgery serving from 1992-2002 and from 2006-2016, including service as President from 2009-2016. He served as a member of FSMB’s Board of Directors from 2010-2013 and was re-elected in 2016. He now serves as FSMB Chair effective April 2019. He has been active on a wide variety of FSMB committees and workgroups, most recently serving as Chair of the FSMB Workgroup to Study Regenerative and Stem Cell Therapy Practices. Dr. Steingard received his undergraduate degree from the University of Arizona and his DO degree from the University of Osteopathic Medicine and Health Sciences in Des Moines, Iowa.
Praseed Thapparambil, MS Chief Information Officer NABP Praseed Thapparambil, MS, serves as the chief information officer (CIO) at NABP. Prior to this position, he served as the CIO for Argo TurboServe Corporation. Mr Thapparambil also held chief architect positions for Nielsen Media Research, GE Healthcare, and various other consulting firms. He has also engaged in product development for the transportation and logistics industry, associating with multiple startups. Mr Thapparambil has about 30 years of industry experience in various technologies, and specializes in organizational transformation inculcating agile development, culture shifts, and technology adoption. In addition, he is a frequent contributor to Pharma technology magazines. Mr Thapparambil received his masters degree in computer science from Hyderabad Central University.
Elliot Vice Director, Government Affairs NCSBN Elliot Vice serves as Director of Government Affairs for the National Council of State Boards of Nursing. He directs, administers, and manages all aspects of NCSBN’s federal government affairs program, including legislative and regulatory outreach, promotion of NCSBN’s public policy agenda, and the development of strategic relationships.
Prior to joining NCSBN, Elliot was a member of the health care team at Prime Policy Group, where he advised clients on congressional and regulatory activity with a focus on Affordable Care Act implementation. Elliot also worked on Capitol Hill, where he served on the legislative and executive staff of former Senator Evan Bayh (D-IN). Prior to moving to Washington, DC, Elliot traveled around the country working on political campaigns, including the 2008 presidential campaign for Hillary Clinton.
