Mark Martin Principal, Head of Tax Controversy & Dispute Resolution, Washington National Tax KPMG US Mark Martin leads the KPMG Tax Controversy & Dispute Resolution Services practice. Mark also serves as the principal in charge of the Economic & Valuation Services group of the KPMG Washington National Tax practice.
Mark has many years of experience handling competent authority cases and advance pricing agreement negotiations. Today, he represents multinational enterprises and other clients in international transfer pricing and tax controversy matters, advising them on examination, appeals, alternative dispute resolution programs, and litigation.
Prior to joining KPMG, Mark was a partner at a large law firm where he led the U.S. and international tax and transfer pricing practices. Earlier in his legal career, he served as an attorney advisor to Judge Carolyn Miller Parr of the U.S. Tax Court.
Mark holds a JD degree from the University of Toledo College of Law, LLM degree from Washington University in St. Louis School of Law, and a BA degree from the University of Cincinnati.
Thomas Bettge Senior Manager, Tax KPMG LLP Thomas Bettge is a senior manager with KPMG LLP’s Washington National Tax practice, where he specializes in transfer pricing and international tax dispute resolution and planning. He is a co-author of the Warren Gorham & Lamont treatises Transfer Pricing Strategies and U.S. International Taxation: Practice and Procedure, as well as numerous articles on transfer pricing, tax controversy, and other tax topics. Thomas has taught international tax policy as an adjunct professor at Penn State Law. Prior to joining KPMG, Thomas began his career with the tax practice of a leading law firm. He obtained his JD degree from the Pennsylvania State University Dickinson School of Law, where he graduated first in his class.
Nicole Casey OECD Advisor OECD Nicole is an OECD Advisor on BEPS issues with specific focus on CbC implementation and the Action 13 peer review. She is the programme lead for the International Compliance Assurance Programme (ICAP). Nicole has 10 years of experience in corporate and international tax and transfer pricing, advising private clients across a multitude of sectors and geographic locations. Her experience focuses on transfer pricing controversy and tax certainty, including MAP, APA and transfer pricing audits. She is a Chartered Accountant (ACA), Chartered Tax Advisor (CTA), and holds an Advanced Diploma in International Tax (ADIT) from the UK Tax Institute (CIOT).
Rick Minor Vice President and International Tax Counsel United States Council for International Business (USCIB) Rick Minor is a US tax lawyer with a wealth of international tax experience in both the private sector and government in the US and the EU. Rick practiced international tax planning with global law firms in offices in Washington, DC, Munich, and London. He then served as the top European-based EMEA tax executive in two US multinational public companies and one European public company, in charge of group tax planning, high value controversy work and negotiations (advance agreements, joint audits, MAP), and tax policy. Between corporate positions in Europe, he served as a fiscal policy advisor to the Finance Ministry of an EU member state. He has published numerous articles on mostly European-related tax policy and practice since the 1990s and is the author of a book on the EU VAT regimes on digital services.
Rick is an active member of the governing Tax Bureau of the BIAC Tax Committee (since 2021), the OECD consumption tax TAG (since 2015), and the Berlin-based Atlantik-Bruecke transatlantic German leadership group (since 2017). He is the founder and chair of two high-level multinational tax policy groups. Rick has his Bachelor of Arts from Duke University, his law degree from the University of North Carolina-Chapel Hill and his LL.M. in tax law from Georgetown University. He completed work on excise tax policy on a graduate scholarship at the University of Hamburg prior to law school. Rick is fluent in German.
Karen Kirwan Senior Advisor, Treaty and Transfer Pricing Operations IRS Large Business & International Division (LB&I) Karen S. Kirwan is a Senior Advisor to the Director, Treaty and Transfer Pricing Operations (TTPO) in the IRS Large Business & International Division (LB&I). Karen has primary responsibility to provide strategy-level analysis and advice on significant issues to the TTPO Director. Responsibilities include planning, coordinating, and implementing technical and resource management projects and programs within the Treaty and Transfer Pricing Operations.
Before joining the IRS in 2016, Karen was part of EY’s National Tax Department, Transfer Pricing group where she advised clients on a wide variety of transfer pricing issues from documentation to planning and audit support, including cost sharing issues and advance pricing agreements.
Tadd Fowler Senior Vice President – Treasurer, and Global Tax Operations Procter & Gamble Tadd joined The Procter & Gamble Company in 2005. He is Senior Vice President – Treasurer, and Global Tax Operations and is located in Cincinnati. Prior to joining P&G, he was an international tax partner in the Chicago office of PricewaterhouseCoopers, and spent time with General Electric Company early in his career. Tadd is a frequent speaker at TEI and other tax and international organizations.
