Roger Millar joined the Washington State Department of Transportation as Deputy Secretary in October 2015 and was appointed Secretary of Transportation in August 2016. He oversees an agency that is the steward of a complex, multimodal transportation system, and responsible for ensuring that people and goods move safely and efficiently.
Millar is an experienced land use and transportation engineer, planner, and program manager with an international reputation for innovative approaches to conservation and development. The prominent theme that has run through his career has been planning and implementing transportation systems that are not ends unto themselves; but rather the means toward economic vitality, environmental stewardship, social equity, public health, and aesthetic quality. His work on the Portland Streetcar and the Glenwood Springs to Aspen BRT provided communities nationwide with new modal tools. His Complete Streets leadership helped create a national movement for transportation systems that are safe, convenient, and pleasant for all users, regardless of how they choose to travel. His State DOT leadership is bringing innovation to agencies with enormous influence on transportation investment.
Millar is a Fellow of the American Society of Civil Engineers and a Fellow of the American Institute of Certified Planners. He is the Treasurer of the ASCE Transportation and Development Institute, a member of the Intelligent Transportation Society of America Board of Directors, the National Complete Streets Coalition Steering Committee, chair of the AASHTO Council on Public Transportation, chair of the Western Road Usage Charge Consortium, co-chair of the Mobility on Demand Alliance, and co-chair of the Cooperative Automated Transportation Coalition. Millar graduated from the University of Virginia in 1982.
Romic Aevaz

Romic Aevaz is a Policy Analyst at the Eno Center for Transportation, where he conducts research on a variety of transportation policies. He is currently helping lead Eno’s transit cost and project delivery research initiative, and has contributed to publications on data policy and fare integration for mobility on demand pilots. Prior to joining Eno, Romic worked as a research intern at the Brookings Institution, where he contributed to research on the workforce implications of autonomous vehicles and the role of infrastructure policy in gubernatorial elections. During his time as an undergraduate, Romic also worked at the Mayor’s Office in Austin, where he was involved in the implementation of various strategic mobility initiatives as well as stakeholder outreach during the city’s land use plan overhaul. Romic earned his B.A. in Government and Humanities at The University of Texas at Austin.
Veronica Siranosian

Veronica is a Vice President in the AECOM Digital Innovation group, which focuses on advancing digital delivery and innovation in infrastructure planning, design and delivery. With a background in public and private sector transportation and land use planning, she works with agencies to understand, proactively plan for, and realize the future of mobility. Veronica has served as a subject matter expert and been published on micro mobility, mobility as a service, connected and automated technologies and the future of transportation by the Wall Street Journal, Bloomberg News, Women’s Transportation Seminar (WTS), METRO Magazine for Transit & Motorcoach Business and the UK Smart Transport Journal. She is a board member of Urban Movement Labs, Los Angeles’ first-of-its-kind transportation technology accelerator. Veronica received her Masters of Urban Planning from New York University Robert F. Wagner School of Public Service and Bachelor of Arts in Political Science and International Development from the University of California, Los Angeles.

Kris Vincil is a Business Unit Director for LCPtracker, Inc., a privately held company providing Software-as-a-Service (SaaS) solutions for construction site compliance management, certified payroll, and workforce reporting. Kris has been with LCPtracker for 13 years and leads the LCPtracker Professional, Construction Site Compliance, and LCPcertified product lines.
During her tenure, she has worked with countless government agencies and prime contractors to understand their labor compliance needs and provide solutions to help meet their program requirements. Some of these clients include 9 state Department of Transportation agencies, 26 of the top 50 cities, transit, port, and airport agencies, as well as numerous prime contractors across the US.
Kris holds a Bachelor of Science degree from the University of Michigan. To stay current on labor compliance regulations, she regularly attends industry-relevant conferences, including AGC, AASHTO, ACCA, and NAHRO, as well as USDOL-hosted prevailing wage seminars.
