E/M 2023: Advancing landmark revisions across more settings of care

On Nov. 1, 2019, the Centers for Medicare and Medicaid Services (CMS) finalized a historic provision in the 2020 Medicare Physician Fee Schedule Final Rule. This provision included revisions to the Evaluation and Management (E/M) office visit Current Procedural Terminology (CPT®) codes (99201-99215) code descriptors and documentation standards that directly address the continuing problem of administrative burden for physicians in nearly every specialty, from across the country.

Now that these landmark revisions have been  implemented, the CPT Editorial Panel has approved, for 2023, additional revisions to the rest of the E/M code section to provide continuity across all the E/M sections. Beginning Jan. 1, 2023, revisions implemented in the E/M office visit section in 2021  will extend to all other E/M sections—including emergency department services, home and residence services, inpatient services and nursing facility services.

Barbara Levy, MD was the vice president of health policy at the American College of Obstetricians and Gynecologists for over 7 years and is currently a consultant working to improve women's health globally. She is a thoughtful leader with over 25 years of experience in direct care, research, and physician training in women’s health care. Dr. Levy brings a depth of experience as a former member of the RUC and served as chair of the RUC for 6 years. Dr. Levy is practiced in leading initiatives in international and domestic health, corporate social responsibility, public-private partnerships, government relations, and advocacy and policy development. She has published and co-authored over 80 studies and articles related to her primary research interests, which include hysterectomy, endoscopic surgery, pelvic pain, surgical outcomes and physician payment policy. Much of her personal and professional experience has focused on improving the health, well-being, and livelihood of women across the United States and around the world.

Peter Hollmann, MD is chief medical officer for Brown Medicine, the practice group of the Brown University, Warren Alpert School of Medicine Department of Medicine. Until 2015, he was associate chief medical officer for Blue Cross & Blue Shield of Rhode Island and in a 3-person primary care practice. He currently has a part time geriatric primary care practice in Rhode Island. He has over 25 years of experience in medical management, including as a medical director of an HMO with a Medicare product, a Medicaid plan and a commercial PPO. He has been a long-term care hospital, nursing home, and home care medical director. He is past chair of the American Geriatrics Society (AGS) Public Policy Committee and is AGS President. He is past chair of the CPT Editorial Panel and currently a member of the RBRVS Update Committee (RUC). He and Barbara Levy, MD are co-chairs of the AMA E/M workgroup.
